ACTORS IN THE POLICY PROCESS
As we shall soon discuss, the policy process involves a variety of actors exercising constitutional policy making power, actors in positions that have evolved over the history of the republic, and actors that are outside of government entirely.
This chapter will identify and discuss the constitutional actors involved in the policy process and conclude with a description of non-constitutional actors.
